It is also the one endpoint in this fleet where our own probing is measured to alter what it measures: its Request ID ceiling advances by two per run, two of them ours. The registry gives it the most conservative probing floor for that reason as much as for conduct.

The certificate it presents has expired. A WebTransport session completes against it only with certificate verification disabled — which is a fact about the certificate, not about the relay’s protocol behaviour, and the two are recorded separately on the report.
