Which side of the session this endpoint is.

This draft has no Request ID parity and no ROLE parameter, so the only rule that turns on the answer is the one in Section 7.3 about which side may send a GOAWAY that carries a New Session URI. It lives here rather than beside the Subscribe ID allocator for that reason: a Subscribe ID on this draft is a session-wide counter and does not depend on who allocates it.
