Refuse a received parameter list only where Section 8.2 lets a receiver refuse it.

Section 8.2: “Receivers SHOULD check that there are no unauthorized duplicate parameters and close the session as a ‘Protocol Violation’ if found. Receivers MUST allow duplicates of unknown parameters.”

The second sentence is why this is not the mirror of check_sender_parameters: a repeat of a type this draft names is refused, and a repeat of any other type is carried. Making the two sides symmetric would close sessions over parameters defined by an extension this codec does not implement - traffic the draft requires an endpoint to tolerate - and the first sentence is a SHOULD, which does not reach that far.
