A track status the peer asked for with TRACK_STATUS.

Section 9.20 treats the request as a SUBSCRIBE “except it does not create downstream subscription state”, so it is recorded here and not among the subscriptions the peer has opened. Nothing that names a subscription can find it, which is the whole of what that exception asks for.
