A SUBSCRIBE_ANNOUNCES the peer sent, and how far the namespace subscription it opens has got.

Kept apart from subscribe_announces, which holds the ones this endpoint made: the two are answered by opposite ends, and this one is waiting for an answer from here.

The message as it arrived, which is what the answer is built from.

How far the namespace subscription it opens has got.
